Abstract:
An orthoimage is remotely sensed image data in which displacement of features in the image caused by terrain relief and sensor orientation have been mathematically removed. Orthoimagery combines the image characteristics of a photograph with the geometric qualities of a map. For this dataset, the natural color orthoimages were produced at 2 foot pixel resolution. Each compressed and mosaiced orthoimage provides imagery for a 20000- by 20000-foot block on the ground. The original projected coordinate system was the Rhode Island State Plane Coordinate System in U.S. Survey feet by RIGIS. There is no image overlap been adjacent files. Images as originally provided were from 1:30000 flight photo scale and reduced to 1:5000 image scale following the scanning and orthorectification process. Map accuracy for 1:5000 scale is plus or minus 3-5 meters. As packaged on CD-ROM media by RIGIS there are three CDs containing the RIGIS03/04 image data set with some overlap to capture entire town areas on one CD. There are 41 year 2003 images on RIGIS03east; 40 year 2004 images and 5 overlapping 2003 images on RIGIS04South; and 36 year 2004 images and 14 overlapping 2003 images on RIGIS04North.
Each compressed mosaiced image in MrSID MG3 format is about 11.75 megabytes in size. When reverted back to full TIF images, a corresponding 4 square mosaic size is about 300 megabytes.
Purpose:
These data have been created as a result of the need for having geospatial data in the form of orthoimagery available for transportation infrastructure inventory and planning.
Supplemental_Information:
Map accuracy for 1:5000 scale is plus or minus 3-5 meters. Since part of the facility to users with computer software is an ability to zoom in or blow up these images and compare them with other data, these accuracy and resolution criteria must be kept in mind while using this product.

During photographic reproduction of the source photographs, limited analog dodging (radiometric editing) is performed to improve image quality. Analog dodging consists of holding back light from certain areas of the sensitized photographic material to avoid overexposure. The diapositive is inspected to ensure clarity and radiometric uniformity. Diapositive image brightness values are collected with a minimum of image quality manipulation. Image brightness values may deviate from the brightness values of the original images because of image value interpolation during the scanning and rectification processes. Radiometry is verified by visual inspection of the digital orthophoto with the original unrectified image to determine if the digital orthophoto has the same or better image quality as the original unrectified input image. Slight systematic radiometric differences can be detected between adjacent orthoimage files; these are due primarily to differences in source photograph capture dates and sun angles along flight lines when the aerial photographs were taken. These differences can be observed in an image's general lightness or darkness when it is compared to adjacent orthoimage file coverages. Tonal balancing may be performed over a group of images during the mosaicking process which may serve to lighten or darken adjacent images for better color tone matching.

Ground control was from the RIGIS 1997 DEM data set augmented by Chas H Sells to support the accuracy requirements. AeroTriangulation was performed in a softcopy environment. Every exposure was triangulated to meet accuracy requirements. The original RIGIS97 DEMs were used as a base, and modified with additional breaklines where needed to meet the accuracy requirements, or where the terrain had changed.
